What is the difference between “average cost of project” and “potential cost of project”?

Average Cost of the Project is the Probability weighted cost to do the Project, including the possible outcomes where the project fails -- the Expected Project Cost, the horizontal axis in the CFO chart.

Potential Cost of the Project is the Project Cost Given Development Success, the value that shows up on the right in the Project Decision Tree. 

Both values are NPV.
